1. Staff Selection Commission will hold
on Sunday,the 5th April, 2009, an open
competitive examination for recruitmentto the post of Junior Engineers
(Civil & Electrical) in CPWD and MES, aGroup ?C? Non-Gazetted,
Non-Ministerial post, classified as General CentralServices (Technical)
in the pay-scale of Rs.5000-150-8000(pre-revised), allover the
country.
Note-I: The above stated
postscarry All India Service Liability (AISL) i.e. the Candidate, on
selection,could be asked to serve anywhere in the
country.
Note-II: Candidates who
appearfor the written examination and qualify for Interview may also be
consideredfor recruitment to the posts of JE(Civil)/JE(Elect) in other
Goverment.
Organisations/Departments, subject to receipt ofconfirmed
number of vacancies before the Interviews or declaration of the
FinalResults.

3. Nationality /
Citizenship:
A candidate must be
either:
a.Acitizen of
India,or
b.Asubject of
Nepal,or
c.Asubject of
Bhutan,or
d.ATibetan refugee who came
over to India,before the 1st
January,1962, with the intention of permanently settling in
India,
or
e.Aperson of Indian origin
who has migrated from Pakistan, Burma, Sri Lanka, EastAfrican countries
of Kenya, Uganda, the United Republic of Tanzania(FormerlyTanganyika
and Zanzibar),Zambia, Malawi, Zaire, Ethiopiaand Vietnam with
theintention of permanently settling in
India.
Provided that a candidate belonging to categories(b), (c),
(d) and (e) above shall be a person in whose favour a certificate
ofeligibility has been issued by the Government of
India.
A candidate in whose case a certificate of eligibilityis
necessary may be admitted to the Examination but the offer of
appointmentwill be given only after the necessary eligibility
certificate has been issuedto him/her by the Government of
India.

2009 Age Limit
4. (A) Age
Limit: 18-27 years ason 30.01.2009,(closing date for
receipt of applications) i.e. the candidatemust have been born not
earlier than 31st January 1982 and not later than 30thJanuary,
1991.
Note: Candidates should
notethat the Date of Birth as recorded in the Matriculation/Secondary
ExaminationCertificate or an equivalent certificate only, on the date
of submission ofapplication will be accepted by the Commission for
determining the age eligibilityand no subsequent request for its change
will be considered.
4. (B) The Upper age
limit as prescribedin Para
4(A) will be
relaxable:
1.Uptoa maximum of 5 years
if a candidate belongs to a Scheduled Caste or a ScheduledTribe
category;
2.Uptoa maximum of 3 years
if a candidate belongs to OBCs in accordance with DP &T OM
NO.43013/2/95-Estt(SCT) dated 25.01.1995 read with amendments
madethereafter;
3.Uptoa maximum of 10 years
if the candidate is a physically handicapped person. Forcandidates
belonging to SC/ST/OBC who are physically handicapped, the maximumage
relaxation of 10 years permissible for physically handicapped shall be
inaddition to the age relaxation provided in terms of column (i) and
(ii) above;
4.Uptothe maximum of 5
years to candidates of Jammu and Kashmir who have ordinarilybeen
domiciled in the State of Jammu and Kashmir during the period
from1.1.1980 to 31.12.1989. (Any person intending to avail of the
aforesaidrelaxation shall submit the certificate from either District
Magistrate withinwhose jurisdiction he/she had ordinarily resided or
any other authority sodesignated in this behalf by the Goverment of
Jammu and Kashmir to the effectthat he had ordinarily been domiciled in
the State of Jammu and Kashmir duringthe period 01.01.1980 to
31.12.1989);
5.Uptothe age of 35 years
(upto 40 years for members of Scheduled Castes/ ScheduledTribes and 38
years for OBC) in the case of widows, porced women and womenjudicially
separated from their husbands and who are not remarried subject
toproduction of copy of the judgement/decree of the appropriate Court
to provethe fact of porce or of the judicial
separation;
6.Uptoa maximum of three
years (8 years for SC/ST and 6 years for OBCs candidates) inthe case of
Defence Personnel disabled in operation during hostilities with
anyforeign country or in a disturbed area and released as a consequence
there of.
7.Upperage limit is also
relaxable for retrenched employees of Chukha Hydel ProjectAuthority in
Bhutanwho
were directly recruited, to the extent of service rendered by them with
theAuthority (period of service rendered by the retrenched employees
will bedecided on the basis of certificate issued by the Chukha Hydel
ProjectAuthority).
Note:
Other Backward Class(OBC)for the purpose of age Relaxation and
Reservation will mean ?Persons of OBCcategory not belonging to the
Creamy Layer?? as defined in Government of India,Department of
Personnel & Training OM No. 36012/22/93-Estt. (SCT)
dated08.09.1993 and modified vide Goverment of India Department of
Personnel andTraining OMs No. 36033/3/2004 - Estt(Res) dated 09.03.2004

4 (C) Age concession for Ex-S will be
allowed inaccordance with the extant Goverment orders issued by the
Government from timeto time as indicated
below:
Ex-Servicemen, fulfilling the conditions laiddown by the
Goverment from time to time, shall be allowed to deduct militaryservice
from their actual age and such resultant age should not exceed
theprescribed age limit by more than 3 years ( 6 years in case of OBC
and 8 yearsin case of SC/ST ).
Note:
Candidates admitted to theexamination under this age concession will be
eligible to compete for all thevacancies whether reserved or not for
exservicemen.
Explanation: An
Ex-Servicemanmeans a person who has served in any rank whether as a
combatant ornon-combatant in the Regular Army, Navy, Air Force of the
Indian Union, and
i.Who
retired from such service after earning his/herpension. This would also
include persons who are retired/retire at their ownrequest but after
having earned their pension; or
ii.Who
has been released from such service on medicalgrounds attributable to
military service/circumstances beyond his control andawarded medical or
other disability pension; or
iii.Who
has been released, otherwise than on his ownrequest from such service
as a result of reduction in establishment;
or
iv.Who
has been released from such service aftercompleting the specific period
of engagements, otherwise than at his ownrequest or by way of dismissal
or discharge on account of misconduct orinefficiency, and has been
given a gratuity; and includes personnel of theTerritorial Army of the
following categories, namely :-
Pension holders for continuous embodied
service,
Persons with disability attributable to
military service; and
Gallantry award
winners.
Note-I:
Ex-servicemen who havealready joined government job in civil side after
availing of the benefitsgiven to ex-servicemen for their re-employment
are also eligible for the
ageconcession.
However, such candidates will not be eligible forthe
benefit of reservation as Ex-S or for fee
concession.
Note-II: The period of"Call
up Service" of an Ex-Serviceman in the Armed Forces shall alsobe
treated as service rendered in the Armed Forces for the purpose of Para
4(C)above.
Note-III: For any Serviceman
ofthe three Armed Forces of the Union to be treated as Ex-Serviceman
for thepurpose of securing the benefits of reservation, he must have
already acquired,at the relevant time of submitting his application for
the Post/Service, thestatus of ex-serviceman and/or is in a position to
establish his acquiredentitlement by documentary evidence from the
competent authority that he wouldcomplete specified term of engagement
from the Armed Forces within thestipulated period of one year from the
CLOSING DATE (i.e. 30.01.2009).
Note-IV:
Age Concession is notAdmissible to the sons, Daughters and Dependents
of Ex-Servicemen.
Explanation: The persons
servingin the Armed Forces of the Union, who on retirement from
service, would comeunder the category of 'ex-serviceman' may be
permitted to apply forre-employment one year before the completion of
the specified terms ofengagements and avail themselves of all
concessions available to ex-servicemenbut shall not be permitted to
leave the uniform until they complete thespecified term of engagement
in the Armed Forces of the Union.
Important:
The format ofcertificates/undertaking to be submitted by the candidates
claiming thebenefits/concessions as Ex-Serviceman, are given in
Annexure IV & V.
4 (D) Age-Relaxation For
CentralGovernment Civilian
Employees:
As per Recruitment Rules,
the followingage-relaxation is available to Central Government Civilian
Employees:
i.In
CPWD: Not exceeding 35 years (40years for SC/ST and 38
years for OBC).
ii.In
MES: Not exceeding 32 years (37years for SC/ST and 35
years for OBC)
Candidates will be selected on the basis of markssecured,
keeping in view the eligibility in respect of age
also.
Candidates falling in this category, aretherefore advised
to indicate eligibility in column 16(b) of Application Formkeeping in
view their eligibility in respect of
age.
4 (E) Process of Certification and Formatof

Note-I:
Candidates claiming thebenefit of reservation under OBC category not
covered under the Creamy Layermust ensure that they furnish the OBC
Certificate duly signed by the competentauthority before or on the
Closing Date in the Format prescribed by theCommission in the Notice as
Annexure-VII.
Any deviation of the OBC Certificate from thepresent
prescribed format will not be accepted by the Commission and will
leadsuch applications to be treated under General (Unreserved)
category.
Representations from candidates forreconsideration of
their category at subsequent stages of the recruitment willnot be
entertained.
The Commission will however have thediscretionary power to
reduce/waive off any of the provisions in exceptionaland deserving
cases.
Note:II The closing date
forreceipt of application will be treated as the date of reckoning for
consideringthe OBC status of the candidate and also, for assuming that
the candidate doesnot fall in the creamy
layer.
Note-III: Candidates are
warnedthat they may be permanently debarred from the examination
conducted by theCommission in case candidates fraudulently claim
SC/ST/OBC/ExS/PH status.
4 (F) Important
Requirement of
PHCertificate
i.According
to the Persons with Disabilities (EqualOpportunities, Protection of
Rights and Full Participation) Rules, 1996notified on 31.12.1996 by the
Central Government in exercise of the powersconferred by sub-Section
(1) and (2) of Section 73 of the Persons withDisabilities (Equal
Opportunities, Protection of Rights and Full Participation)Act, 1995 (1
of 1996), authorities to give disability Certificate will be aMedical
Board duly constituted by the Central and the State Government.
TheState government may constitute a Medical Board consisting of at
least threemembers out of which at least one shall be a specialist in
the particular fieldfor assessing locomotor / hearing and speech
disability, mental retardation andleprosy cured, as the case may
be.
ii.The
certificate would be valid for a period of 5 yearsfor those whose
disability is temporary. For those who acquired permanentdisability,
the validity can be shown as
?permanent?.
5. Minimum Essential Educational

aredeclared qualified by the Commission for taking the Interview will
be requiredto produce at the time of Interview, the relevant
Certificates in Original asproof of acquiring the minimum educational
qualification as laid down in theNotice as a result of which the
candidate has claimed to be educationallyqualified on the date
mentioned above, failing which the candidature of suchcandidates will
be cancelled by the Commission.
Note-IV:
Ex-S who have donevarious courses from Air Force which are certified by
Air Force Authority thatthey are equivalent to Mechanical/Electrical
Engineering are eligible to appearin the
Examination.
Note-V: Degree/Diploma
etc.obtained by candidates from open Universities/Distance education
will not beaccepted unless the same is accompanied by a certificate
that the course isrecognized by Distance Education Council in terms of
Min. of Human ResourceDevelopment Notification No. 44 published in
Gazette of India dated 8.4.1995for the relevant period when the
candidate has acquired the
relevantqualification.

choice toanswer the questions for Paper II (Conventional Type/
Descriptive) either inEnglish or in
Hindi.
However, if the candidates write the answerspartly in one
language and partly in another language, their answer scriptswill not
be evaluated and they will be awarded Zero
marks.
Note 5: Candidates must
writethe papers in their own hand. in no circumstances will they be
allowed the helpof a scribe to write the answers for
them.
Note-6: In questions
involvingnumerals etc., only the Metric system of weight and measures
will be used.
B. Personality Test(Interview): 100
marks
Note-I:
Only those candidateswho secure in the written examination at least the
minimum qualifying marks asmay be fixed by the Commission at their
discretion, will be eligible to appearat the Interview. The interview
will be held at the Commission'sRegional/Sub-Regional
Offices.
Note-II: SC/ST candidates
calledfor interview will be paid TA as per Goverment Orders. However no
TA is payableto any candidate for appearing in the written Examination.
Canvassing in anyform will disqualify the
candidate.
Note-III:
DepartmentalExaminations: Persons recruited through this examination
will be on probationfor a period of two years during which they will
undergo such training and passsuch departmental tests as may be
prescribed by the Government from time
totime.
Failure to show sufficient progress in the courseof
training or to pass the tests may result in removal from
service.
Note-IV: Promotion:
Personsrecruited to the grade of Junior Engineers in CPWD will be
eligible forpromotion to the grade of Assistant Engineer( Civil ) or
Assistant Engineer (Electrical ) in the Central Engineering Service
Group 'B' and CentralElectrical Engineering Service Group 'B' in the
scale of Pay ofRs.6500-200-10,500/-(prerevised) in accordance with
notified recruitment rulesfor the post of Aeronatical Engineering
(Civil) and Aeronatical
Engineering(Electronics).
