(a) a citizen of
India, or (b) a subject of Nepal, or (c) a subject of
Bhutan, or (d) a Tibetan refugee who came over to India,
before the 1st January, 1962,withthe intention of permanently settling
in India, or (e) a person of Indian origin who has migrated
from Pakistan, Burma, Sri Lanka,East African countries of Kenya,
Uganda, the United Republic of Tanzania(Formerly Tanganyika and
Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnamwith the
intention of permanently settling in
India.
Provided that a candidate belonging to categories(b), (c),
(d) and (e) above shall be a person in whose favour a certificate
ofeligibility has been issued by the Government of
India.
A candidate in whose case a certificate ofeligibility is
necessary may be admitted to the examination but the Offer ofappointment
will be given only after the necessary eligibility certificate hasbeen
issued to him by the Government of
India.
Age Limit : Between 18 to
27years
The Upper age limit as prescribed in above willbe further
relaxable:
(i) Upto a maximum of 5 years if a candidatebelongs to a
Scheduled Caste or a Scheduled Tribe
category.
(ii) Upto a maximum of 3 years if a candidatebelongs to
OBCs in accordance with DP&T OM NO.36012/22/93-Estt.(SCT)
dated8.9.1993 & OM No.43013/2/95-Estt (SCT) dated 25.01.95 with
its subsequentamendments.
Note-I:
The OBC candidatesshould furnish the relevant OBC Certificate in the
prescribed format prescribedfor Central Government jobs( as per
Annexure-VII) issued by the competentauthority on or before the Closing
Date(20.07.2007)as stipulated in the Notice.OBC certificate obtained
otherwise than the prescribed certificate meant forCentral Government
Jobs will not be considered for seeking
relaxationwhatsoever.
(iii) Upto a maximum of 10 years if the
candidateis a physically handicapped person. For candidates belonging
to SC/ST/OBCs andwho are also physically handicapped, the maximum
relaxation of 10 yearspermissible for physically handicapped shall be
in addition to the agerelaxation provided in terms of sub-paras (i) and
(ii) above.
(iv) Upto the maximum of 5 years to candidates ofJammu and
Kashmir who have ordinarily been domiciled in the State of Jammu
andKashmir during the period from 1.1.80 to 31.12.89. Any person
intending toavail of the aforesaid relaxation shall submit the
certificate from eitherDistrict Magistrate within whose jurisdiction he
had ordinarily resided or anyother authority so designated in this
behalf by the Govt. of Jammu and Kashmirto the effect that he had
ordinarily been domiciled in the State of Jammu and
Kashmir .
The upper age limit as prescribed in
Para 4(A)above will be relax able upto a maximum of 5 years (8 years
for OBCs and 10years for SCs/STs) in case of Ex-Serviceman and
Commissioned Officers includingECOs/SSCOs who have rendered at least 5
years military service as on20.07.2007(Closing date for receipt of
completed application form) and havebeen released - (i) on completion
of assignment (including those whoseassignment is due to be completed
within one year) otherwise than by way ofdismissal or discharge on
account of misconduct or inefficiency, or (ii) onaccount of physical
disability attributable to military service, or (iii)
oninvalidment.
Explanation: An
ex-servicemanmeans a person who has served in any rank whether as a
combatant ornon-combatant in the Regular Army, Navy, Air Force of the
Indian Union and (i)who retired from such service after earning his/her
pension. This would alsoinclude persons who are released/retired at
their own request but after havingearned their pension; or (ii) who has
been released from such service onmedical grounds attributable to
military service / circumstances beyond hiscontrol and awarded medical
or other disability pension; or (iii) who has beenreleased, otherwise
than on his own request from such service as a result ofreduction in
establishment; or (iv) who has been released from such serviceafter
completing the specific period of engagements, otherwise than at his
ownrequest or by way of dismissal or discharge on account of misconduct
orinefficiency, and has been given a gratuity; and includes personnel
of theTerritorial Army of the following categories, namely
:-
(a) Pension holders for
continuous embodied service, (b) Persons with disability
attributable to military service; and (c) Gallantry award
winners.
Note-I: Ex-servicemen, who
havealready joined government job in civil side after availing of the
benefitsgiven to Ex-Servicemen for their re-employment, are also
eligible for the ageconcession. However, such candidates will NOT be
eligible for the benefit ofreservation as ExS or for fee
concession.
Note-II: The period of"Call
up Service" of an Ex-Serviceman in the Armed Forces shall alsobe
treated as service rendered in the Armed Forces for purpose of above.
Note-III: For any serviceman
ofthe three Armed Forces of the Union to be treated as Ex-Serviceman
for thepurpose of securing the benefits of reservation; he must have
already acquired,at the relevant time of submitting his application for
the Post/Service, thestatus of ex-serviceman and/or is in a position to
establish his acquiredentitlement by documentary evidence from the
competent authority that he wouldcomplete specified term of engagement
from the Armed Forces within thestipulated period of one year from the
closing date
Explanation: The persons
servingin the Armed Forces of the Union, who on retirement from
service, would comeunder the category of 'ex-serviceman', may be
permitted to apply forreemployment one year before the completion of
the specified terms ofengagements and avail themselves of all
concessions available to ex-servicemenbut shall not be permitted to
leave the uniform until they complete thespecified term of engagement
in the Armed Forces of the Union.
Note-IV:
This concession ofapplying one year before the completion of specified
term of engagement is notavailable in respect of Educational
Qualifications i.e. the candidate must havethe required educational
qualifications on the date of application and must bein a position to
produce the necessary document in support thereof on or beforethe
normal closing date i.e.
20.07.2007.
Note-V: The format
ofcertificate/undertaking to be submitted by the candidates in this
connection isgiven in Appendix IV & V.
Note-VI:Age concession is
notadmissible to the sons, daughters and dependents of
ex-servicemen.
Age relaxation for central government civilianemployees:
The Upper age limit is relaxable upto the age of32 years
(37 years for SCs/STs candidates and 35 years for OBCs candidates}
tothe Departmental candidates (Central Government employees holding
civil posts)who have rendered not less than 3 years continuous service
on regular basis.
Bachelor's Degree in Commerce of a
recognisedUniversity or Chartered Accountancy or Institute of CostandWorks
Accountancy(ICWA)or Company Secretaryship (CS) from
recognizedinstitutes/organizations.
Note-I: Candidates who do
notpossess the proof of passing the required examination for obtaining
theprescribed educational qualification as on the stipulated date are
NOT eligibleand need not apply for the post.
Note-II:
Marks-sheet/ProvisionalCertificates/Certificates(Degree) of Graduation
issued by the CompetentAuthorities (University) would be accepted as
proof of possessing the minimumEducational Qualifications by the
applicants.
Note-III: All candidates who
aredeclared qualified by the Commission for appearing at the
PersonalityTest/Interview will be required to produce proof of passing
the requisiteExamination as a result of which the candidate has claimed
to be educationallyqualified on the date mentioned above, at the time
of such PersonalityTest/Interview, failing which the candidature of
such candidates will becancelled by the Commission without any further
correspondence in this regard.
6. No
person:
(a) who has entered into or contracted
a marriagewith a person having spouse living;
or
(b) who, having a spouse living, has entered intoor
contracted a marriage with any person, shall be eligible for
appointment toservice.
Provided that Central government may,
ifsatisfied that such marriage is permissible under the personal law
applicableto such person and the other party to the marriage and there
are other groundsfor so doing, exempt any person from the operation of
this rule.
7. A candidate must be in good mental and bodilyhealth and
free from any physical defect likely to interfere with the
efficientdischarge of his duties as an officer of the service. A
candidate who aftersuch medical examination as may be prescribed by the
competent authority, isfound not to satisfy these requirements, will
not be appointed. Only suchcandidates as are likely to be considered
for appointment will be
medicallyexamined.
Note: In
the case of thedisabled Ex-Defence personnel, a certificate of fitness
granted by theDemobilization Medical Board of the Defence Services will
be consideredadequate for the purposes of appointment.
8. The decision of the Commission as to theeligibility or
otherwise of a candidate for admission to the examination shallbe
final.
9. No candidate will be admitted to theexamination unless
he/she holds a Admission Certificate (AC) from theCommission.
10. All candidates other than (SC/ST/PH andex-servicemen
released from the Armed Forces who are granted remission of fee)must
pay the fee prescribed therein.
11. Any attempt on the part of a
candidate toobtain support for his candidature by any means may
disqualify him foradmission.
12. Action against candidates found
guilty ofmisconduct:
Candidates are warned that they should
notfurnish any particulars that are false or suppress any material
informationwhile filling in the application form. Candidates are also
warned that theyshould in no case attempt to alter or otherwise tamper
with any entry in adocument or the attested certified copy submitted by
them nor should theysubmit a tampered/fabricated
document.
If there is any inaccuracy or any discrepancy,
anexplanation regarding this discrepancy should be
submitted.
A candidate who is or has been declared by theCommission
to be guilty of:-
(i) Obtaining support for his/her
candidature byany means, or
(ii) Impersonating,
or
(iii) Procuring impersonation by any person,
or
(iv) Submitting fabricated documents or documentswhich
have been tampered with, or
(v) Making statements which are
incorrect orfalse or suppressing material
information,or
(vi) Resorting to any other irregular or impropermeans in
connection with his candidature for the examination/selection, or
(vii) Writing irrelevant matters includingobscene
languages or pornographic matter in the script, or
(viii) Committing mischief or misbehaving in anyother
manner in the examination hall,
or
(ix) Using unfair means in the examination
hall,or
(x) Possessing Mobile Phones/Cellularphones/pagers and/or
any other unauthorized electronic gadget inside theExamination
premises/venue l whether in use or not (mere possession of any ofthese
items will be deemed to have been using unfair means and
wouldaccordingly be liable to disciplinary action as deemed fit,
including ban fromfuture examination conducted by S.S.C.); or
(xi) Taking away the Question Booklet/AnswerSheet with
him/her from the examination hall, or passing it on to
unauthorisedpersons during the conduct of the examination, or
(xii) Harassing or doing bodily harm to the staffemployed
by the Commission for the conduct of these examination,
or
(xiii) Violation of any of the instructionsissued to
candidates alongwith their Admission Certificates permitting them
totake examination, or
(xiv) Attempting to commit, or as the
case maybe, abetting the commission of all or any of the acts specified
in the foregoingclauses, may, in addition to rendering himself liable
to criminal prosecution,be
liable:-
(a) to be disqualified by theCommission
from the examination for which he is a candidate as also from anyother
examination/selection of the Commission in which he might have
appearedbut the final result/selection has not yet been declared/made,
and/or
(b) to be debarred eitherpermanently or
for a specified period which may extend upto 10
years:-
(i) by the Commission from
allexaminations or selections held by
them;
(ii) by the Central Governmentfrom any
employment under them, and
(c) to disciplinary
action underappropriate rules if he is already in service under
Government;

Note-I :
Paper I will be consistof objective type multiple choice questions
only. The question papers (TestBooklets) for (a) General Awareness as
well as (b) Arithmetical Ability will beset in both the languages -
English & Hindi.
Note-II:
Candidates must writethe papers in their own hand. In no circumstances,
will they be allowed thehelp of a scribe to write the answers for
them.
Note-III: In the
questionpapers, wherever necessary, in question involving numerals, the
Metric systemof weight and measures only be
set.
Note-IV: Candidates are
notpermitted to use calculators or any mechanical/electric or
electronic devicefor answering any paper (Test Booklets). They should
not, therefore, bring thesame inside the Examination Hall. Possession
thereof, whether in use or not,may be termed as ?using unfair means in
the Examination?.
Note-V:
Paper II (ConventionalPaper) will be evaluated in respect of only those
candidates who qualify inPaper I (Objective Type Paper) at the
standard, which may be decided by theCommission at its
discretion.
PART-II Personality Test
(INTERVIEW):
The personality test will carry maximum
of 100marks.
The Interview / personality test is structured insuch a
manner that the candidates? interests, knowledge, various
traits,aptitude, suitability, etc. are probed, among other things,
through academic qualifications,extra-curricular activities, general
awareness/ knowledge, depth of knowledgeof the subject studied (10+2
onwards), communicative skill and personality
etc.
Note-I: Only those
candidateswho secure in the written examination the minimum qualifying
marks in Part-I,as may be fixed by the Commission at their discretion,
will be eligible to becalled for personality
test.
Provided that candidates belonging to ScheduledCastes,
Scheduled Tribes, OBC and PH categories may be called for the
Personalitytest/Interview by the Commission applying relaxed standards
if the Commissionis of the opinion that sufficient number of candidates
of these categories arenot likely to be called for the personality test
on the basis of generalstandard in order to fill up the vacancies
reserved for these categories (i.e.SC, ST, PH and
OBC).
Note-II: Central
Governmentcivilian employees must furnish "No Objection Certificate"
from theirEmployer/Office at the time of the Interview/Personality test
that in the eventof their final selection for the relevant posts
through the Commission?sexamination, they would be relieved by the
Office for joining the newpost/service else their candidature will be
cancelled The Interview will beheld at the Commission's Regional
Offices or other centers as may be decided bythe
Commission.
SC/ST candidates called for interview will bepaid TA as
per Govt. Orders. However no TA is payable to any candidate
forappearing in the written
examination.
Canvassing in any form will disqualify
thecandidate.
Note-II:Candidates are
requiredto submit alongwith their applications attested certificate(s)
in support oftheir claims regarding age, educational qualifications,
ScheduledCaste/Scheduled Tribe/Other Backward Classes/PH and
Ex-Serviceman etc. Thecandidates applying for the examination should
ensure that they fulfill all theeligibility conditions for admission to
the examination. Their admission at allthe stages of examination for
which they are admitted by the Commission(written examination and
interview test) will be purely PROVISIONAL, subject totheir satisfying
the prescribed eligibility conditions. If on verification atany time
before or after the written examination and interview test, it isfound
that they do not fulfill any of the eligibility conditions,
theircandidature for the examination will be cancelled by the
Commission.
Note III: Candidates have
theoption to submit either self attested/self certified photocopies of
variousdocuments or to submit photocopies of various documents duly
attested by aGazetted Officer as per extant procedure alongwith the
application form.However, the original documents/certificates will be
verified at the time ofPersonality Test and their candidature will be
subject to result of such scrutiny.While exercising the facility of
self-attestation of various documents, thecandidates are warned
that:
(a) any wrong attestations so as to mislead theCommission
or to gain access to our Examinations, would lead to
criminal/debaraction against the candidates, besides cancellation of
their candidatures; and
(b) All original certificates will be
checked atthe time of Personality Test, as The case may be and their
candidature issubject to result of such scrutiny.
